Position Description
Evans & Chambers is seeking an Engineering Tech Lead for a technical development program supporting the Sponsor’s Entitlement Programs as well as IdAM / ICAM, Authentication, Authorization, Attributes, and Digital Policy Management. The Engineering Tech Lead supports existing systems and provides guidance to build new technologies.
Responsibilities include:
- Raising risks and issues to the government customer.
- Helping to set priorities for the team.
- Working with team architects on the design of future components and systems.
- Developing new policies and integrating them into an enterprise service.
- Participating in deployment/administration of tools and integration testing.
- Leading a team of database developers, systems engineers, software developers, cyber security engineers, and test engineers who develop custom user interfaces and REST services to manage digital policies, as well as assisting in the installation, deployment, and maintenance of products.

- Active TS/SCI with Polygraph.
- Typically requires BS degree and 8–12 years of prior relevant experience or Master’s with 10–13 years of prior relevant experience.
- Must have experience with integrating with IdAM / ICAM delivery systems, Authentication, Authorization, and Attributes.
- Must have experience with the Cloud / Amazon Web Services.
- Must have experience as a Systems Engineer providing requirements and system interface analysis for enterprise-scale development projects.
- Experience developing and maintaining interface control documents between components in an enterprise operational system.
- Strong communication skills to liaise between the development team and stakeholders on the intent of requirements and user stories.
- Translating user requirements into Agile sprint stories and acceptance criteria that is achievable within each sprint.
- Experience with Agile project management methodologies, including managing product backlogs.
- Hands-on experience with the customer’s A&A process to achieve system approval.
- Hands-on experience with SecDevOps principles and technologies such as Terraform, CloudFormation, Ansible, and Jenkins.
- Hands-on experience using SQL queries and defining schemas for full-stack web applications.
- Hands-on experience with front-end technologies such as Angular and React.
- Hands-on experience with Java web frameworks such as Spring MVC and Spring Boot.
- Hands-on experience with PKI, including requesting and installing certificates.
- Experience with the enterprise security accreditation tool.
- Experience with containers: Docker, Kubernetes.
