Brief Description:
Evans & Chambers Technology is actively seeking a highly motivated Human Resources Manager to be a trusted advisor to leaders, managers, and individual team members to help them deliver their best work every single day and coach on a variety of people issues. Partner with the business on organizational design, workforce planning, and skill development. Work closely with the HR leadership team on company-wide HR initiatives including HRIS enhancements, organizational effectiveness, benefits and compensation strategy and training and development.
 
Major Responsibilities:
  • Partner with the business on organizational design, workforce planning, and skill development
  • Provide compensation support including salary planning, promotions and incentive programs
  • Partner with the business to lead performance management and talent development
  • Work with managers and employees to address various employee relations issues
  • Ability to successfully monitor the "pulse" of the employees to ensure a high level of employee engagement
  • Advise and direct on matters related to compliance and employment law
  • Work closely with HR leadership team on company-wide HR initiatives including organizational effectiveness, compensation strategy and training and development
  • Implements human resources programs by providing human resources services, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO compliance, and labor relations; completing personnel transactions.
  • Serves as an expert for recruiting technical candidates in IT and intelligence space. Uses traditional and non-traditional resources to identify and attract quality candidates such as career fairs, on-line job fairs, community network events, etc. Work with the recruiting team on creating an aggressive recruitment strategy to hire customer centric technical support staff
  • Ensures EEO/OFCCP fair hiring practice compliance with the hiring managers.
  • Collection and compilation of recruiting metrics.
  • Develops human resources solutions by collecting and analyzing information; recommending courses of action.
  • Improves manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling managers and employees.
  • Completes special projects by clarifying project objective; setting timetables and schedules; conducting research; developing and organizing information; fulfilling transactions.
  • Manages client expectations by communicating project status and issues; resolving concerns; analyzing time and cost issues; preparing reports.
  • Prepares reports by collecting, analyzing, and summarizing data and trends.
  • Protects organization's value by keeping information confidential.
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

Required knowledge, skills and abilities:
  • 7-10 years of progressive human resources experience with organizations known for growth, operational excellence, and best practices in their industry. The ideal candidate will have a proven track record of successfully leading HR initiatives
  • Have previous experience at a consulting or other professional services firm is preferred
  • Demonstrate strong time management, project management, and organizational skills
  • Have strong knowledge of employment law at both the state and federal level
  • Big picture thinking and ability to provide useful and strategic advice to management and leadership
  • Be a strong, effective communicator in both oral and written communications, as well as have highly developed interpersonal communication skills.
  • Be able to lead in an environment of constant change and manage priorities
  • Be able to handle sensitive information and preserve its confidentiality

Desired Qualifications:
  • Experience recruiting in the DOD and Intelligence community.
  • Experience in government and/or defense contracting
  • Knowledge and experience in an organization that has developed, implemented or maintained the regulations of Federal Government contracting requirements (EEO, AAP, FMLA, etc.)
  • Experience in growing and planning a Human Resources organization
  • SPHR certification preferred
